1.
General-
The following specifications are
for developers, planners, engineers, contractors and other parties who are
involved in constructing waterlines and other appurtenant structures.
It is very important that any
party involved in the installation and construction of waterlines, which are to
be utilized for the transport of drinking water, read these specifications and
adheres to policy. Montezuma Water Company may reject any and/or all work
done if these procedures and Specifications are not followed.
All work performed, whether by contractor or subcontractor, must be
constructed in a safe, workmanlike manner, and in accordance with these
Specifications; any deviation therefore must be approved in writing by the
Company in order to avoid rejection or other such problems.
If you have any questions in regard to these Specifications, please
contact Montezuma Water Company prior to
installation, so that the Company can clear up and clarify the questions
presented.
All installations must conform to the
requirements of all governmental regulating agencies and the cost for
conformance shall be borne by the party doing the installation work, not the
Company. Examples of such regulations, without attempting to be inclusive, are:
· Special compaction, materials and paving for waterlines installed in county and state right-of-way.
·
Shoring
when depth levels or soil conditions warrant it.
·
Trench
closing in areas where open trenches are not allowed overnight.
· Barricading and traffic control as specified in the “Manual on Uniform Traffic Control Devices” (MUTCD).
·
Permit
fees by local and state agencies.
Installation
on mainline(s) that cross private property shall require a twenty-five (25’)
foot recorded easement. The acquisition of this easement shall be at no cost to
Montezuma Water Company and shall be completed prior to construction.
All
materials, work performed and related costs associated with the installation of
waterlines and other related structures are the responsibility of the
Contractor, unless approved in writing by the Montezuma Water Company. Montezuma
Water Company may require that payment of materials purchased from Montezuma
Water Company and/or fees (tie-in to mainline) are made prior to any work being
done. Montezuma Water Company must approve all mainline extensions,
upgrades, and subdivision lines in writing in order to be accepted.
Montezuma Water Company will attempt to inform about the costs associated
with a project and may perform a preliminary cost estimate at no charge.
All extensions, upgrades and subdivision lines shall follow construction
drawings provided by Montezuma Water Company or Professional Engineer. If a
Professional Engineer’s drawings are provided they shall be reviewed and
accepted by Montezuma Water Company. No project shall begin without Construction
Drawings. When material utilized
for an extension needs to be obtained from the Montezuma Water Company,
contractors and developers shall give Montezuma Water Company a minimum of one
(1) month notice in order to obtain the parts in a timely, manner.
Delays may occur with materials ordered and Montezuma Water Company will
assume no liability in case of such an occurrence.
2.
Construction
Staking-
The Company shall stake the route of the line to be installed. Any changes or
deviation in route of the line shall be submitted to Montezuma Water Company in
written form and approved prior to changes being made in the field. Grade stakes
shall be provided only when the Construction Drawings show a pipeline depth
other than covered in these specifications.
3.
Trench
Excavation-
The trench location is
determined by the Construction Drawings and may be reinforced by alignment
stakes. The trench depth shall be
such that the finished pipeline shall have no less than 48 inches of cover
unless otherwise specified on the Construction Drawings. The trench shall not
deviate more than 12” from the position as described on the Construction
Drawings.
The width of the trench shall be a minimum of the outside diameter of the pipe plus 6”. The pipe shall have a minimum of 3” on both sides of the pipe.
The bottom of the trench shall be accurately graded to provide a uniform bearing for each length of pipe for the full length. When non-uniformity in the trench bottom is encountered, suitable (rock free) such as reject sand material shall be used to attain uniformity in the trench bottom. If the native material on the trench bottom can be reasonably excavated by hand, bell holes shall be dug so that the bells in no way support the pipe. When native material such as rock is encountered during trenching, over-excavation of an additional six (6) inches shall be required. Suitable (rock free) such as reject sand material shall be place in the trench to bed the pipe.
Whenever the trench is over-excavated,
for whatever reason, the trench bottom shall be brought up to the correct depth
and compacted at no cost to Montezuma Water Company.
Suitable material (rock free) such as reject sand material shall be placed in lifts. Lifts shall be no greater than six (6) inches and each lift compacted prior to pipe installation.
All
rock removed from the trench shall be disposed of at no cost to Montezuma Water
Company.
4.
Materials
to be Installed-
Montezuma Water Company must approve all materials prior to installation.
The cost of all materials provided by Montezuma Water Company shall be
reimbursed back to the Company along with a 20% handling charge. It is the
responsibility of the Contractor to coordinate and pick up all materials from
Montezuma Water Company’s yard. Delivery
of materials by Montezuma Water Company shall be subject to charges.
The
Contractor shall be required to provide the following materials, if needed, in
order to construct the project in a safe, workmanlike manner:

All
material for bracing and shoring trenches.
·
All
barricades and traffic control equipment.
·
All
materials for surface replacement.
·
Landscaping
and/or fencing material if required by project.
5.
Installation
of Materials-
All materials are to be installed in accordance with manufacturer
recommendations unless otherwise directed by these Specifications.
All pipe fittings and valves shall be laid true to the lines, grades and
locations established by the Specifications, Construction Drawings, and
Construction Staking.
The
ends and inside of the pipes shall be thoroughly cleaned and inspected for
damage. No damaged materials shall
be installed in the water distribution system.
Whenever the work ceases for any reason, the Contractor shall tightly
plug all open pipelines. Megalugs
shall be used at all changes of direction or any point where an unbalanced
thrust due to water pressure could occur. If
concrete thrust blocks are used the concrete shall be placed to allow bolts and
nuts to be removed. Concrete thrust blocks use, must be approved by Montezuma
Water Company. Megalugs (joint restraints) shall be required to be installed in
addition or in place of thrust blocks as required by the Construction Drawings.
Trench
curvature as shown on the Construction Drawings may be made without fittings
when using pipe up to 12 inches in diameter but the deflection of the pipe
cannot exceed 5 degrees or 20 inches per twenty foot length of pipe.
6.
Backfill
of Waterline Trench-
Backfill of any excavation shall conform to the requirements of any of the
governmental agencies having jurisdiction over the location. If no governmental agency having such jurisdiction specifies
backfill or compaction requirements and no special conditions are shown on the
Construction Drawings, the procedure set forth in this section shall apply for
waterline trenches:

Backfill
in driveways, drainage ditches and crossing utilities shall be rock free and
compacted to a minimum 95% determined by ASTM D698. If water settling is used for compaction, it is the
responsibility of the Contractor to prevent the pipe from floating.
·
The
bedding material utilized can be native material.
The bedding materials must be free of rock, ice or frozen ground. If
granular in substance, the material must be able to pass through a screen sieve
not greater than 3/8” particle size.
·
Bedding
material should be used around the pipe the entire width of the trench and a minimum of 12 inches
above the top of the pipe.
·
The
remainder of the trench shall be backfilled with native or imported materials,
which shall be of sound earthen material, free from broken concrete, wood,
broken pavement, or other unsuitable material.
Except as otherwise specified.
·
Where
settlement occurs, additional backfill material shall be placed and compacted
and the trench brought to final grade.
·
When
a waterline trench is to be located in a cultivated and/or irrigated field, it
shall be the Contractor’s responsibility to excavate and separate the soil
such that topsoil is placed back on the surface.
Where topsoil is not sufficient in quantity for seed bedding, additional
topsoil shall be obtained as noted in the special conditions of the Construction
Drawings.
·
After
waterline is properly placed in the trench, the sequence of backfill is as
follows (adhering to all other specifications)
1.
The pipeline shall be hand-shaded to insure straightness and consistency.
2.
Montezuma Water Company shall inspect the pipeline.
3.
The trench shall be backfilled to 18” of final grade and marking tape
placed directly over pipe.
4.
The trench shall be backfilled to surface and site grading performed.
5.
Markers placed in locations as per Construction Drawings.
6.
Final inspection and testing performed by Montezuma Water Company.
7.
Locator
Tape and Wire-
The Contractor shall install locator tape.
Locator tape shall be placed above the pipe and placed approximately 18
inches below ground level. Locator
wire shall be required to be installed by the Contractor, as noted on the
Specification Drawings. The locator
wires shall be installed on the top of the pipe and secured every 10 feet.
Locator wire shall be 14 AWG 600 Volt for direct burial.
8.
As-Built
Measurements-
As-built measurements shall be taken on all construction work. Measurements shall be taken from points of permanent
reference only, such as lot pins, power poles, hydrants and centerline of the
road. Measurements shall be taken after bedding has been done prior to final
backfill. Developer/Contractor will complete all as-built measurements at the
Developer/Contractor’s expense.
9.
Inspections-
Montezuma Water Company must inspect all work being performed.
The Contractor must contact Montezuma Water Company a minimum of 24 hours
in advance for an inspection. Appointments
are made on weekdays only, during regular business hours, to inspect work being
performed. After hours and weekend
inspections shall be extra and billed accordingly.
·
Inspection
#1 should be scheduled to inspect materials and the trench.
· Inspection #2 should be scheduled to inspect bedding.
· Inspection #3 should be scheduled for final inspection.
No pipe
shall be backfilled unless Montezuma Water
Company
has inspected the bedding around the pipe. After
approval, the Contractor may then backfill, including the installation of the
locator tape at the specified location. All elbows, valve placements, thrust
blocks, pressure regulating stations, air relief valves, hydrant installations,
and meter pit installations will require inspection by Montezuma Water Company.
If a
Contractor does not arrange for inspection by Montezuma Water Company, all work
done shall be rejected. If work is rejected and requires future inspection,
an additional cost of $0.05
per foot of line inspected. Additional inspection time shall be charged to the
Developer or Contractor for inspections other than the above.
10.
Hydrostatic Testing-
Hydrostatic testing of water pipelines must be completed before a new system can
be connected into the existing system. Hydrostatic
testing is a reliable method of finding out if the work performed has been done
properly. Hydrostatic testing
refers to leakage and pressure testing of a pipeline.
The procedures for hydrostatic testing are the following:
A
completed section of pipeline is slowly filled with water with care being taken
to expel all air from the pipe. If necessary, the pipe is tapped at then high
point(s) to vent air. If Construction Drawings do not require an air relief valve
to be installed, the Construction Drawings will refer to a location by
stationing where this tap is to be made or make use of a hydrant.
After the pipeline is filled with water, and the air has been purged from
the pipeline being tested, a hydrostatic pressure test pump is utilized to
measure both pressure and gallonage for a given time interval.
New pipelines are tested in such that the lowest elevation point shall
have a minimum pressure of 150 p.s.i. The
pressure will be maintained for a period of not less than one hour during which
time the volume of water needed to maintain pressure is measured.
Immediately upon loss of pressure, not amounting to not more than 10% of
the original test pressure, the line shall be pumped up to the original test
pressure. This procedure is
repeated throughout the one-hour test period and the total accumulated leakage
shall be tabulated. No installation
will be accepted if the leakage is greater that that determined by the following
formula:

The
Contractor shall notify Montezuma Water Company when to schedule testing. In
case of a test failure, the Contractor, at his own expense, shall make necessary
repairs to the system being tested in order to meet the test limits calculated.
Hydrostatic testing will be done at no expense to Montezuma Water Company.
11.
Sterilization
and Flushing of Completed Waterlines-
During installation, the Contractor
shall provide a means for disinfecting the pipe.
If calcium hypochlorite tablets are used, they must be attached to the
top of the inside of the pipe with an adhesive (Permatex No. 1 or approved
equal). Sufficient tablets must be
utilized to have a minimum of 25 mg/l of free chlorine at the time of filling.
After 24 hours, the chlorine residual is tested.
If the minimum residual of ten (10) parts per million is not met, the
Contractor shall perform an alternative disinfection procedure as outlined in
American Water Works Association Manual No. C651-86.
Montezuma Water Company will perform and make final tests to determine
that chlorine and bacteriological levels are safe before the new waterline can
be placed into service. The
Contractor is responsible for any rechlorination, flushing, and bacteriological
testing necessary to obtain safe bacteriological levels if initial testing fails
and will be charged for it.
12.
Other
Utilities-
No other utility installation will be permitted in the waterline trench or
within five (5) feet of the Montezuma Water Company waterline when running
parallel to the waterline.
All
sewer utility lines must be a minimum of ten (10) feet away from the waterline
when running parallel and cased on ten (10) feet either side of the waterline
when crossing. If a sewer line is
above the grade of the waterline and crosses, the casing shall be in encased in
concrete.
When
other utility lines (irrigation, telephone, gas, and electric) cross above or
below the waterline, Montezuma Water Company shall be alerted of such crossing.
Montezuma Water Company will require adequate protection in regards to
sleeving, casing or utility markers if such an occurrence were to happen.
Should
a Contractor or Developer fail to provide adequate clearance and protection as
specified in this section, Montezuma Water Company shall not be held liable or
accountable for damages to other utility structures, injury or death to any
parties, or any other liability incurred with violation of this clause. Montezuma
Water Company shall have the right to refuse service until proper clearances are
met.




LINE EXTENSION, LINE UPGRADE, SUBDIVISION
POLICY
Developer shall provide:
· Location- includes Section, Township, Range and physical address
· Number of lots
· Plat from licensed surveyor of proposed development that relates to county roads
· Proposed location of utilities that exist and plan for all other utilities other than Montezuma Water Company lines.
Line Extension and/or Upgrades
Policy- Developers have available
to them two options on payment of the line extension and/or upgrade.
Option 1
Financial Reimbursement Policy-Line Extension and/or Upgrades-
and
Financial Reimbursement Compensation Policy
The
developers shall choose their desired option and enter into an agreement with
the company prior construction. All fees are due prior to construction. (10/10/06)
Financial Reimbursement
Policy-Line Extension and/or Upgrades-
A financial reimbursement agreement will be made available to the
person(s) involved in the said line extension and/or upgrade.
The agreement for reimbursement shall be limited in duration to a time of
no more than ten (10) years. The
time period shall begin on the date that ownership and acceptance of the line
extension and/or upgrade by Montezuma Water Company occurs.
Future
person(s) required to pay compensation for an extension and/or upgrades may also
be entitled to future consideration in the financial reimbursement policy. The
time period, for the aforementioned future person(s), shall be the remaining
time period left to expire from the original extension and/or upgrade date of
acceptance by Montezuma Water Company. Ten
(10) years after that date of acceptance, no financial consideration shall be
required to be paid by future person(s) towards the cost of the original line
extension and/or upgrade.
A.
For ten (10) years after
Montezuma Water Company has assumed responsibility for a water line extension
and/or upgrade, the person(s) involved in the original construction and any
future person(s) wishing to acquire water from the extension and/or upgrade
shall be entitled to compensation and/or obligated to pay consideration as
specified below.
A.
of the extension and/or upgrade
has occurred. Verifiable costs shall
not exceed Montezuma Water Company engineering estimates.
Should verifiable costs be lesser or greater than Montezuma Water Company
engineering estimates, Montezuma Water Company, at it’s option, may revise
initial estimates. Montezuma Water
Company shall utilize the revised engineering estimate as the cost of the line
extension and/or upgrade. Should the
person(s) bearing the initial cost not submit verifiable costs within the above
mentioned time period, Montezuma Water Company shall utilize the initial
engineering estimate or a revised engineering estimate as the cost for the line
extension and/or upgrade.
B.
All future person(s) requesting
water service serviced by the line extension and/or upgrade after the initial
person(s) shall be required to pay a proportionate share of the water line
extension and/or upgrade costs plus six (6%) percent.
Montezuma Water Company shall take into account the length of the
extension and/or upgrade, Montezuma Water Company participation, and the number
of existing memberships and deposits in determining the proportionate share.
Commercial memberships, if applicable, shall be proportioned on the size
of the meter. Payment shall be
submitted to Montezuma Water Company. No
water service shall be rendered until such payment has occurred.
Each future person(s) shall, in addition, be charged a one hundred-dollar
($100.00) handling fee. The handling
fee shall be waived if the future person(s) does not wish to participate in
receiving future reimbursement costs. (Amended 4/10/01)
C.
Montezuma Water Company shall
reimburse the original person(s) and any participating future person(s) a
proportionate share of the payment(s) received from other future person(s)
requesting water service serviced by the line extension and/or upgrade plus
the six (6%) percent received. Such
reimbursement payments shall be made no later than sixty (60) days after
Montezuma Water Company has received payment from the person(s) required to pay
a share of the water line extension and/or upgrade cost. (Amended 4/10/01)
Subdivisions with four (4) or more lots or tracts will not qualify for financial reimbursement for line extensions or line upgrades. (Dec 12, 2000)
Taps
per Mile- The cost of
the line extension and or upgrade shall be calculated by company staff. The cost
of the line extension shall be divided by the current membership rate then
multiplied by 1.5 plus one to determine the number of taps (based on 5/8” x
¾” membership, all other shall be reviewed by Board of Directors) needed to
construct the line extension and/or upgrade. Total cost shall be final
when approved by the Board of Directors and any objections to the calculation
not presented to the Board shall be deemed waived. The developer is responsible
for cost of memberships as determined by above formula and approved by the Board
of Directors and must be paid in full prior to line extension/upgrade
construction starting, The memberships
purchased have full membership rights. Developers/Subdivisions that choose this
option are required to pay $500 water availability fee for each lot within the
development. (10/10/06)
Montezuma Water Company shall provide a cost estimate for the proposed work to be done for review and acceptance. The cost estimate is good for 30 days after it is presented to the developer. The developer understands that the cost estimate is an estimate not a bid- if the project costs more that the estimate the developer shall bear the cost, if the projects costs less than the estimate the company shall refund overage to the developer. If the developer chooses the Taps per mile method there shall be no refund of taps.
Montezuma Water Company reserves the right to implement a rock clause for all projects. If rock is encountered during the construction of the project the developer will be notified immediately. Necessary changes will be added to the cost estimate to reflect the encountered rock. The developer is responsible for all costs associated with the excavation and removal of rock.
Prior to starting work, payment shall be received in full from the developer.
All costs estimates are based on non-inclement weather conditions.
Developers are responsible for the location of utilities within their development. Montezuma Water Company’s policy states that there shall be a 5’-0” minimum clearance (horizontal) from all utilities (unless otherwise noted). Utilities that cross the Montezuma Water Company line shall be shown on as-built drawings.
Failure to complete payment of the cost estimate within the 30-day period shall require a new cost estimate to be performed at the cost to the developer.
If a contactor other than Montezuma Water Company is performing the construction, the developer shall be responsible for materials used on each project. Material list and brands shall be approved by Montezuma Water Company.
Pre-construction meeting is required prior to starting a project, all parties are required to attend
Montezuma Water Company personnel shall perform inspections. Notification shall be no less than 24 hours prior to requested inspection. Inspection shall be paid for by the developer at the Montezuma Water Company hourly billable rare. Inspections shall be performed during Montezuma Water Company’s scheduled work/business hours-7:00 Am to 3:30 PM Monday thru Friday.
Proposed changes in drawings/construction shall be in written form and shall be approved by Montezuma Water Company Field Superintendent prior to construction.
Easements shall be the responsibility of the developer; water service shall not be received until easements have been received by Montezuma Water Company.
Disputes in billing/account balances shall be the responsibility of the developer and done within the current billing cycle to prevent service charges being imposed.
A fee of $500 per lot shall be charged for each lot within the subdivision. Each lot fee will represent security to assure the developer/owner availability of water for each lot, these fees cannot be transferred or assigned to another location. These fees will be in the form of cash and are nonrefundable. These fees are due prior to the signature of the Company Manager, on the final plat to the county.
I have received, understand and agree to abide by the Construction Specifications of Montezuma Water Company and the Line Extension, Line Upgrade, Subdivision Policy.
